This is actually about a really circus. Not a specific one but a lot of circuses that were in Japan during the Edo period. They would kidnap children and deform them. The ones that didnt obey had acid poured on their face which are the flowers and "rotting flesh". They were also raped in front of the audience and thats the "rotting fruit" the loss of their purity.
